Serving as the 1st Quarter Report for the period ending 3/31/2022
The American Rescue Plan Act, 2021 (ARP) (P.L. 117-2) was signed March 11, 2021. This new law gives the U.S. Department of Education (Department) money to distribute to institutions of higher education in order to prevent, prepare for, and respond to coronavirus through the Higher Education Emergency Relief Fund (HEERF) III. After careful evaluation of all the requirements Alpena Community College has agreed to participate with the U.S. Department of Education to deliver the Emergency Financial Aid Grants to students.
The Emergency Financial Aid Grant funds are direct payments to students which may be used to cover educational costs or for emergency costs that arise due to coronavirus, such as tuition, food, housing, course materials, technology, health care (including mental health care) and child care.
ARP specified that students with high need were to be given priority with this funding. In keeping with this requirement students who qualify for the Federal Pell Grant will be given a higher amount per contact hour than those who did not receive a Federal Pell Grant.
Additionally, high school dual enrolled students and Early College students will not be considered for these funds.
ACC received $1,546,463 to distribute over the next year as Emergency Financial Aid Grants to students and we estimate that 750 students per fall/spring semester will qualify for these funds. For the 2021 Fall Semester 756 students registered as of September 29, 2021 qualified and those checks were printed on October 7, 2021 and totaled $773,312.84. For the 2022 Spring Semester 645 students registered as of February 9, 2022 qualified and those checks were sent on February 16, 2022 and totaled $774,026.30. Along with these checks was a letter from ACC President Dr. Don MacMaster explaining the disbursement and the use of these funds.
For this quarter $774,026.30 was disbursed as Emergency Financial Aid Grants to 645 students.

Others may qualify if they are enrolled in a Title IV eligible academic program, are meeting the Financial Aid Satisfactory Academic Progress, are not in default of student loans, are a US citizen or eligible non-citizen, have a valid Social Security Number, have graduated from high school or attained a GED prior to 1/13/2020, and males over 18 years old must be registered with Selective Service.
Dual enrolled students, Early College students, international students, and students enrolled entirely in online courses prior to March 18, 2020, are not eligible for these funds, based on United States Department of Education mandates.

A portion of the funding provided was set aside for education called the Higher Education Emergency Relief Fund (HEERF). On April 16, 2020, Alpena Community College signed and returned to the U.S. Department of Education the Certification and Agreement to participate in the CARES Act - HEERF program. After careful evaluation of all the requirements and in an effort to maximize the effect of the available funds, Alpena Community College is now presenting you with this Emergency Financial Aid Grant.
The Emergency Financial Aid Grant funds are direct payments to students for their expenses related to the disruption of campus operations due to the coronavirus, such as food, housing, course materials, technology, health care, and child care. The amount of your Emergency Financial Aid Grant is based on the contact hours you were enrolled in and attending on March 18, 2020.
Students must have been actively enrolled and attending courses on March 18, 2020, during the 2020 Spring Semester, and must be or could have been Title IV eligible, to be eligible for the grant funds. Any student who received Pell Grant or a Federal Student Loan during the Spring 2020 Semester is Title IV eligible. Others may qualify if they are enrolled in a Title IV eligible academic program, are meeting the Financial Aid Satisfactory Academic Progress, are not in default of student loans, are a US citizen or eligible non-citizen, have a valid Social Security Number, have graduated from high school or attained a GED prior to 1/13/2020, and males over 18 years old must be registered with Selective Service.
Dual enrolled students, Early College students, international students, and students enrolled entirely in online courses prior to March 18, 2020, are not eligible for these funds, based on United States Department of Education mandates.
We hope this Emergency Financial Aid Grant helps to ease the financial burdens placed on you during the disruption of campus operations for the 2020 Spring Semester. A portion of the funding provided was set aside for education called the Higher Education Emergency Relief Fund (HEERF). On April 16, 2020, Alpena Community College had signed and returned to the U.S. Department of Education the Certification and Agreement to participate in the CARES Act - HEERF program. Alpena Community College will use no less than half of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.
Eligible students will receive a check by US mail, so it is extremely important for all students to have a valid current address on file with ACC. Log into Self-Service to update your address.

Total Emergency Financial Aid Grants distributed as of May 20, 2020 is $0 to no students at this time. Alpena Community College is carefully evaluating the guidance provided by the U.S. Department of Education to be sure we comply with all of the fund requirements. Emergency Financial Aid will start being distributed to students in the very near future.
The qualifications for students are: must have been actively enrolled and attending courses on March 18, 2020 during the 2020 Spring semester and must be Title IV eligible. Any student who received Pell Grant or a Federal Student Loan during the Spring 2020 semester is Title IV eligible. Others may qualify to be Title IV eligible if they had completed a 2019-2020 FAFSA prior to the end of the Spring 2020 semester and have ACC listed on that FAFSA. Also to be Title IV eligible, and this is not an exhaustive list, the student must also be meeting Satisfactory Academic Progress, not be in default of student loans, be a US citizen or eligible non-citizen, have a valid Social Security Number, have graduated from high school or attained a GED, males over 18 years old must be registered with Selective Service, be enrolled in an eligible academic program, and satisfied the required documentation requested by the ACC Financial Aid Office.
